Pandemic Treaty Agreement in the Latest Negotiations

Twelfth meeting of the Intergovernmental Negotiating Body (INB) for a WHO instrument on pandemic prevention, preparedness and response

4 – 15 November 2024

In December 2021, the World Health Assembly established an Intergovernmental Negotiating Body (INB) to draft and negotiate a convention, agreement or other international instrument under the Constitution of the World Health Organization, to strengthen pandemic prevention, preparedness and response.

The Twelfth meeting of the INB is to be held in hybrid format from 4-15 November 2024. (PROGRAM ITINERARY HERE) The opening and closing plenary sessions of the INB are open to WHO Member States, Associate Members, Observers and regional economic integration organizations, as well all relevant stakeholders. These sessions, on 4 November and 15 November, will be publicly webcast and archived for later viewing. Relevant stakeholders (Annexes A–E) will be invited to join for a brief open session at the beginning of each day to be updated on progress and provide their views on relevant Articles. Substantive negotiating sessions will be held in closed format.

According to https://healthpolicy-watch.news/ WHO member states are still divided on important issues related to a pandemic agreement. The latest talks suggest a weakened agreement, with future discussions likely accepted by only a few countries. After inconclusive talks, INB12 is currently happening this week. A decision was needed by tomorrow on whether to hold a December WHA meeting, which has now been canceled. The Africa Group and the US were in favor of this meeting, seeing it as a crucial chance for a favorable outcome.

Many countries, including the European Union, urged caution. EU Ambassador Lotte Knudsen emphasized the need for workable solutions since several key issues remain unresolved.

Representing 35 countries in the Equity Group, Malaysia outlined the significant challenges low and middle-income countries face to improve their situation. Their main concern is ensuring that countries sharing information about dangerous pathogens can benefit from vaccines and other medical advancements resulting from this collaboration.

The #pandemic agreement will not be adopted at a special World Health Assembly (WHA) next month as countries still need “more time” to conclude the complex talks.

Races too close to call.


There are several legislative races that are too close too call. So check for updates to see the latest information.

The Secretary of State’s website offers a “close contest” feature for tracking elections with margins under 2%. This page updates with contests where candidates or ballot measures have less than a 2% difference as results come in. Results will evolve during the 30-day canvass period as all ballots are counted.

For the latest up to date results click here. Election results will be updated throughout the canvass period as vote-by-mail ballots, provisional ballots, and other ballots are processed. Depending on the volume of these types of ballots, it may take up to 30 days for county elections officials to verify voter records and determine if ballots have been cast by eligible voters. The frequency of updated results will vary based on the size of each county and the process each county elections office uses to tally and report votes.

County elections officials must report final results for presidential electors by December 3, 2024, and all other contests by December 6, 2024. The Secretary of State will compile presidential results by December 7, 2024, and certify all election results by December 13, 2024.

BART ordered to pay over $7 million to former employees denied religious exemptions.

In 2021, the Board of Directors for BART made a decision to enact a Covid-19 vaccine mandate for all employees working within the organization. When several employees sought religious exemptions to this mandate, their requests were unfortunately not accommodated, leading to their termination from employment. In response to this situation, the Pacific Justice Institute (PJI) took on the case of these affected employees. “Last Friday, the jury first determined that BART failed to prove an undue hardship in denying any accommodations to the employees. Yesterday, the jury further concluded that all of the employees had met their burden of showing a genuine conflict between their faith and the vaccine requirement, which was implemented in late 2021. The jury then accepted the numbers calculated by the plaintiffs’ economic expert for lost wages and added $1 million to each of those figures.” BART now has to pay $7.8 million to six former employees after a jury found the company discriminated against them after they asked for a religious exemption to the COVID-19 vaccine. Tonia Lewis-Williams says she was a utility worker at BART for 16 years. She says she was fired while on leave for not getting the COVID vaccine and now a jury says she and five others should be compensated. As a result, the plaintiffs were awarded over $1 million each in damages. PJI's president remarked on the outcome, stating, “These verdicts are seismic—a 7.8 San Francisco legal earthquake. This amazing outcome represents so much hard work by our dedicated team, the perseverance shown by these clients, and the fairness upheld by our judicial system.”

The Pacific Justice Institute represents the former employees. Glynn Finley Mortl Hanlon & Friedenberg LLP represents BART. The case is Lewis-Williams v. San Francisco Bay Area Rapid Transit District, N.D. Cal., No. 3:22-cv-06119, 10/23/24.

This case is monumental and represents a significant development that dovetails harmoniously with PERK's current and past lawsuits centered on the same important merit. FAQ’s

How can you securely vote in person in California?

  1. Bring your Vote-by-Mail (VBM) ballot and return envelope when you vote in person to show you are registered and haven’t voted yet.

  2. You do not have to give up your VBM ballot or envelope at the polls.

To ensure ballot security at the polling place, follow these steps:

  • Request using a paper ballot instead of a machine.

  • If paper voting isn’t available, request to cast your completed VBM ballot without the envelope. If the polling center manager says you can't, ask them to call the county hotline for confirmation. You have the right to ask questions and receive clear answers. If poll workers cannot answer your questions, ask them to verify with their hotline. Voters Choice Act

  • If no other option is available, you can vote using the machine your county provides, either a voting machine or a ballot marking device that lets you mark your votes on physical ballots.

Voter Registration in California

If you are registering or re-registering less than 15 days before an election you will need to complete the Same-Day Voter Registration process and request your ballot in person at your county elections office or polling location. When is the last day to return my voted vote-by-mail ballot?

Vote-by-mail ballots that are personally delivered must be delivered no later than the close of polls at 8:00 p.m. on Election Day. Vote-by-mail ballots that are mailed must be postmarked on or before Election Day and received by your county elections office no later than 7 days after Election Day. If you are not sure your vote-by-mail ballot will arrive in time if mailed, take it to your county elections office on or before Election Day or to any polling place in your county between 7:00 a.m. and 8:00 p.m. on Election Day.

How do I turn in my vote-by-mail ballot on Election Day?

You may return it in person to any polling place in your county or to your county elections office on Election Day. If you are unable to return the ballot yourself, you may designate any person to return the ballot to the elections official or the precinct board at any polling place within the jurisdiction. The ballot must be received by the elections official or the precinct board before the close of the polls at 8:00 p.m. on Election Day in order to be counted.
