AB 659 Has Been Amended and is Heading to The Assembly Floor.

On Monday, May 22, AB 659 author took up the bill on the Assembly floor for purposes of amendments. The bill has been sent back to second reading with the adopted amendments and will be back on the Assembly Third Reading file on Thursday or Friday the 26th at the latest. The Assembly will be in floor session all day Thursday and Friday this week so it is likely that AB 659 will be taken up before the week’s end.

*If passed by the Assembly (41 votes needed), AB 659 will move to the state Senate. The Senate Rules will then make a referral out to a Senate policy committee likely the Senate Health Committee. Under that scenario, we would expect a Senate policy committee hearing sometime between mid-June to mid July. Possibly sooner.

AB-665 Minors: consent to mental health services.

Removes the requirement that children must be a danger to themselves or others, or be alleged incest or abuse victims, before seeking care without their parents’ consent. This will remove the guardrails that prevent abuse of current law, so instead of cases of emergency, mental health professionals or school psychologists can refer for treatment and/or send a child to residential shelter services for any reason without parental consent.
