submit opposition/support letters to Legislature

Support and opposition letters are due by 12:00 p.m., seven calendar days prior to a scheduled hearing in order to be included on the analyses. Instruction Video

  • For organizations, unions and businesses, letters must be on letterhead with signature and title of an official of the organization or designated representative.

  • Coalition letters must have logos, signatures, and titles for all organizations.

  • Letters of conditional support will not be listed on the analysis.

  • Letters must clearly indicate position (letters containing "concern" may not be listed).

  • Submit letters only once unless bill is subsequently amended causing uncertainty as to the organization's present position.

Steps to submit a personal individual letter of support/opposition to a bill:

Create an account or sign in at:
https://calegislation.lc.ca.gov/Advocates/

Please register for a personal account and if you are part of an organization in the Advocacy portal. (If you are head of an organization please register individually and as an organization and submit both).

After completing a one time registration go to: https://calegislation.lc.ca.gov/Advocates/faces/register.xhtml to obtain a username and password, log in to submit your position letter as a registered lobbyist, organization or individual seeking to communicate your views to the bill author’s staff as well as the committee that will be hearing the bill.

If you already have an account go directly to:
https://calegislation.lc.ca.gov/Advocates/ and log in. Click “Submit a letter” and enter the bill number, and follow the instructions to upload your letter to the appropriate committees, repeating for each bill.


As an individual, how do I send comments to the committee

  1. Select measure type, measure number (BILL NUMBER) and Session Type.(REGULAR SESSION)

  2. Click on the “Search” button.

  3. Select the appropriate Committees

  4. Select Your Stance

  5. Input note message in the note box. Please keep comments professional. You want your comments to be heard not dismissed.

  6. Complete the Captcha and select the “Submit” button.

If you are the head of an organization, group, chamber of commerce or union also register as organization and submit an official letter on letterhead from that entity.

  1. Select measure type, measure number (BILL NUMBER) and Session Type.

  2. Click on the “Search” button.

  3. Select the appropriate Committees

  4. Select Your Stance

  5. Input note message in the note box.

  6. Complete the Captcha and select the “Submit” button
